Why Reviving Revenue Sharing Would Be Good for America -- and Arizona

The number one issue of this campaign, and of the last couple of years of the Great Recession, is how to get our economy moving again. Right now, policy makers seem paralyzed by outdated notions, fear, and political dissent by those like Jeff Flake, who are wrong, wrong, wrong about everything.

Jeff Flake and the Republicans' solution to our economic crisis and terrible unemployment is their usual laissez-faire, trickle-down, supply-side, yada yada crap that started us on the path to extremes of wealth and poverty but mostly great gains for the very, very richest of Americans and bupkis or losses for the other ninety percent and more of us.

Their solution to everything is to cut government spending (which they certainly failed at spectacularly during their years of federal control in the Bush adminstration) and lower taxes: Grover Norquist's "Starve the Beast." Because Jeff Flake - although he's got his sinecure right in the middle of it - hates the federal government and thinks it can do nothing.

So when the Republicans take control of Congress, and if they gain the White House in two years, will drastically cut out needed spending just as they opposed the stimulus. Yesterday we reprinted a column by Laura Tyson explaining why the first stimulus did work but was too small to be effective in such a virulent Great Recession caused by a major financial catastrophe and why we need a second stimulus.

Today we post a column, from the Business section of yesterday's New York Times, by economist Robert J. Shiller on one form the stimulus can take, "The Case for Reviving Revenue Sharing." Revenue sharing is something that even conservative Republicans should like because it takes decision to the state and local level, but real fanatic extremists like Jeff Flake can never be satisfied in their irrational hatred of government at all levels. (We wonder if Jeff Flake's toilet training caused his psychological problems.) Herewith, Shiller's proposal:

PROTRACTED unemployment is eating away at millions of people. And the economy’s failure to create enough jobs for them is part of a vicious circle that could keep turning for years to come.

In my last column, I called for big, temporary government programs aimed directly at putting people back to work. But how might we best accomplish this? The clock is ticking, and we don’t have time to create new national organizations to employ people. Instead, the most efficient approach is to use existing organizations for specific ideas and projects.

State and local governments as well as nonprofit and other organizations need to be mainstays in this effort. We need to enlist their help — without telling them exactly what to do. As for a framework, think of the general revenue sharing program adopted by Congress in 1972.

In his 1971 State of the Union message, President Richard M. Nixon advocated general revenue sharing to offset the tendency for power to be concentrated in Washington. Give local governments the money and “put the power to spend it where the people are,” he said.

Support for the idea was not confined to Republicans. A leading Democrat, Senator Hubert H. Humphrey, supported it in 1972, saying that federal taxes were more progressive than state and local ones and that federal money could be spent more effectively by people with local knowledge than by “some agency head in Washington.”

General revenue sharing came under attack in the Reagan years, and Congress ended it in 1987, arguing that by breaking the link between taxation and local needs, it encouraged higher taxes.

We are in a different time now. State and local governments are in severe fiscal trouble, and their constitutions often prevent deficit spending. In these circumstances, the federal government, which does not face such constraints, needs to raise revenue for them.

Legislation providing the states with $26 billion, which President Obama signed into law this month, took an important step in this direction. It did not create true general revenue sharing, because it tied the funds to specific needs — mostly hiring teachers and paying for Medicaid. But it did free states to use other resources as they saw fit.

It is time to bring back true general revenue sharing — temporarily — to stimulate the economy. Hundreds of articles in political science and public policy journals have studied past efforts, and analyzed the concept of fiscal federalism, without establishing general revenue sharing as a fundamental pillar of Keynesian stabilization policies. This lapse is understandable: most of these articles were written before the current economic crisis, the most serious since the Great Depression.

The need for a Keynesian revenue-sharing program is clear. After Congress approved stimulus legislation in 2009, Lawrence H. Summers, head of the National Economic Council, said that “it’s harder to spend $300 billion within a year on quality projects than you might think.” And no wonder the task was tough: decision makers in Washington were removed from local needs.

Martin Shubik, a professor of mathematical institutional economics at Yale, has proposed creating a “Federal Employment Reserve Authority,” a permanent agency that would do extensive research and maintain a detailed list of ready-to-go public works projects should a recession come. That’s a great idea, but we do not have such an agency now, and, if we did, it might still suffer from a Washington bias.

Now, local governments are laying off a wide variety of employees, including teachers, police officers and social workers. So why don’t we embrace general revenue sharing? Unfortunately, when faced with a need for stimulus, members of Congress seem to prefer to start their own projects, for which they are likely to get more credit from voters. Local governments, meanwhile, which are more likely to know where spending is really needed, remain in deep trouble.

It’s time for the public to assert loftier expectations. We need to respect existing government bureaus and organizations for their ideas, and get down to the business of financing important jobs temporarily, and on a huge scale. This will avert more layoffs, and perhaps give cities and states time to recover to the point they can pay local employees from local revenue.

When the administration of Franklin D. Roosevelt began its vast job creation program in 1933, it had to accept certain practical realities, which limited the immediate stimulus that could be provided. Foremost among them was that the government had to work largely within the framework of existing organizations — whether state and local governments, the military or nonprofit groups — which provided much of the economy’s infrastructure.

Economic stimulus is not a matter of turning on the money spigot, as some economists are wont to describe it. It is about getting the widespread cooperation of dispersed organizations to provide jobs, at least for as long as the economy is weak.

When the Roosevelt administration and Congress created the Civilian Conservation Corps in 1933, it was done within the framework of the Army. There seemed to be no other organization that could move hundreds of thousands of young men into wilderness encampments where they could work on conservation efforts. But the Roosevelt C.C.C. placed no more than a half-million people in jobs. We need to reach further than that.

Labor unions, which represent workers who naturally fear displacement by people in new jobs, might seem to be an obstacle. But unions do have an idealistic base, and working union members have sons and daughters and friends and relatives who are unemployed. The unions need to be consulted if new jobs are to be created in a relatively nonthreatening way. In a savvy move, President Roosevelt made a union leader the head of the C.C.C.

The concept of general revenue sharing can also be extended to the nation’s nonprofits, including charities and foundations. The government has long given support to such organizations, but usually in the form of narrow grants. But broader general revenue grants could be made in times like these.

Millions of people need jobs, and there are organizations that could help put them to work. It’s time to move forward.

I’m often asked by my colleagues in Congress how I can vote “no” on cleverly-worded spending bills that seem on their face to be the legislative equivalent of motherhood and apple pie. I could never explain a ‘no’ vote like that to my constituents,” they say.

“You don’t have my constituents,” I tell them. “They’re Arizonans. They believe in limited government, and they understand.”

In other words, you're assholes.

And he's right.

I've lived all over the country: in different parts of Florida, New York and California; Wyoming and Arkansas; New Hampshire and Virigina and suburban Chicago and New Orleans.

The stupidest people in the U.S. live in the East Valley. If you're part of the intelligent, cultured minority and are not a registered Democrat or Republican (that would automatically exclude you), I hope you'll vote in the Green primary and write for me. But frankly, I don't care that much. Because Jeff Flake knows his constituents, and he's certain to win.

The Sixth Congressional District of Arizona has been gerrymandered to include an overwhelming majority of morons.

The truth is, bad as Jeff Flake is, he's probably better than you morons deserve. He is sensible on immigration (a co-sponsor of the DREAM Act) and ending the funding for the useless war in Afghanistan; supportive of antidiscimination legislation against gay and lesbian workers and for ending the boycott with Cuba; and at least more reasonable than most Republicans on the need for a carbon tax to ameliorate global warming.

It's actually pretty amazing that such stupid voters constantly re-elect someone as intelligent as Jeff Flake. But he should easily win his Republican primary against a just-as-wingnut but much stupider opponent, Jeff Smith.

Wacky extremist Arizona Congressman Jeff Flake has proposed a risky scheme that would add over $2,000,000,000 - that's TWO TRILLION DOLLARS - to our nation's deficit.

That's right. The supposed fiscal conservative Flake, who's very big in protesting $200,000 federal expenditures when they're for community centers or libraries or care for senior citizens, is actually proposing hugely adding to the federal deficit and the nation's long-term debt.

Jeff Flake is irresponsible with the money coming out of your grandchildren's future.

Here's his plan: Pass a bill this fall to drastically reduce the taxes of the very wealthy. The Bush tax cuts, which did no good to stimulate the economy of the anemic past decade, were always scheduled to expire. But Jeff Flake is paying no mind to the looming crisis of unsustainable deficits as far as the eye can see. He wants to ADD more than two trillion dollars to our long-term debt.

If Jeff Flake has his way, the United States will be bankrupt in no time.

You need a fiscally responsible member of Congress representing Arizona's Sixth Congressional District, not a budget-busting Flake who doesn't care about debt or the deficit.

What Right-Wing Extremist Jeff Flake Tells an Unemployed East Valley Voter: "Jobless Benefits HURT Laid-Off Employees"

A kind voter in the East Valley who's read my posts forwarded to me the response received when she wrote Jeff Flake about extending her unemployment benefits, which have expired:

Dear Ms. Jackson,

Thank you for contacting me about the extension of unemployment benefits.

You know all too well that a sluggish economy has resulted in increasing unemployment. The causes for the country's economic situation are complex and numerous. The federal/state unemployment compensation program provides partial wage replacement checks to people who are involuntarily unemployed. The federal Department
of Labor oversees the program, while each state designs and administers its own benefits packages.

The extension of unemployment benefits offers little in the way of job creation. Quite to the contrary of their stated intent, jobless benefits hurt laid-off employees in the long run because the programs seek to temporarily fix a problem, instead of implementing a long term-solution. The best jobless benefit an individual can receive is a job offer.

As such, I generally vote against these types of bills when they are considered by the House of Representatives.

A better approach would be to reduce the tax burden on individuals and small businesses. Reducing the the burden on small businesses would provide employers with the resources to hire additional workers.

I will continue to push for responsible federal policies that promote the growth of the economy that will, in turn, provide the resources for employers to hire additional people.

What a miserable excuse for a human being. Jeff Flake is working hard to cut taxes for the rich and his corporate benefactors while denying struggling working-class people a lifeline. The corporation that laid off this worker and hundreds of others is one of Jeff Flake's biggest campaign donors!

There's not even a word of compassion for this American citizen's plight, no easy-to-say "I'm sorry you're suffering financially" throwaway line that would cost this cheap Flake nothing. The letter reeks of the condescension and contempt of the cold-hearted intellectual that Flake is.

How is this person supposed to live, you asshole career politician?

PHOENIX (AP) -- Minutemen groups, a surge in Border Patrol agents, and a tough new immigration law aren't enough for a reputed neo-Nazi who's now leading a militia in the Arizona desert.

Jason "J.T." Ready is taking matters into his own hands, declaring war on "narco-terrorists" and keeping an eye out for illegal immigrants. So far, he says his patrols have only found a few border crossers who were given water and handed over to the Border Patrol. Once, they also found a decaying body in a wash, and alerted authorities.

But local law enforcement are nervous given that Ready's group is heavily armed and identifies with the National Socialist Movement, an organization that believes only non-Jewish, white heterosexuals should be American citizens and that everyone who isn't white should leave the country "peacefully or by force."

"We're not going to sit around and wait for the government anymore," Ready said. "This is what our founding fathers did."

An escalation of civilian border watches have taken root in Arizona in recent years, including the Minutemen movement. Various groups patrol the desert on foot, horseback and in airplanes and report suspicious activity to the Border Patrol, and generally, they have not caused problems for law enforcement.

But Ready, a 37-year-old ex-Marine, is different. He and his friends are outfitted with military fatigues, body armor and gas masks, and carry assault rifles. Ready takes offense at the term "neo-Nazi," but admits he identifies with the National Socialist Movement.

"These are explicit Nazis," said Mark Potok of the Southern Poverty Law Center's Intelligence Project. "These are people who wear swastikas on their sleeves."

Ready is a reflection of the anger over illegal immigration in Arizona. Gov. Jan Brewer signed a controversial new immigration law in April, which requires police, while enforcing other laws, to question a person's immigration status if officers have a reasonable suspicion that the person is in the country illegally.

But Brewer hasn't done enough, Ready said, and he's not satisfied with President Barack Obama's decision to beef up security at the border.

Pinal County Sheriff Paul Babeu said there haven't been any incidents with the group as they patrol his jurisdiction, which includes several busy immigrant smuggling corridors. But Babeu is concerned because an untrained group acting without the authority of the law could cause "extreme problems," and put themselves and others in danger.

"I'm not inviting them. And in fact, I'd rather they not come," Babeu said. "Especially those who espouse hatred or bigotry such as his."

Law enforcement officials said patrols like Ready's could undercut the work of the thousands of officers on duty every day across the border, especially if they try to enforce the law themselves in carrying out vigilante justice.

Ready said his group has been patrolling in the desert about 50 miles south of Phoenix, in an area where a Pinal County Sheriff's deputy reported he was shot by drug smugglers in April.

Bureau of Land Management rangers met Ready's group during one patrol, and they weren't violating any laws or looking for a confrontation, said spokesman Dennis Godfrey.

The patrols have been occurring on public land, and militia members have no real restrictions on their weaponry because of Arizona's loose gun laws.

The militia is an outgrowth of border watch groups that have been part of the immigration debate in Arizona. Patrols in the Arizona desert by Minutemen organizations brought national attention to illegal immigration in 2004 and 2005.

Such groups continue to operate in Arizona, and law enforcement officials generally don't take issue with them as long as they don't take matters into their own hands.

Border Patrol spokesman Omar Candelaria said the agency appreciates the extra eyes and ears but they would prefer actual law enforcement be left to professionals.

Former Minutemen leader Al Garza recently created the Patriot's Coalition, which uses scouts and search-and-rescue teams to alert the Border Patrol and provide first aid to illegal immigrants.

Depending on the availability of volunteers and the scouts' evidence of border crossers, patrols can vary from several times a week to once a month, Garza said. The operation is about 500 people, and includes a neighborhood watch program, legislative advisers and a horseback patrol, he said.

Technology, rather than manpower, is the focus of Glenn Spencer's American Border Patrol. The group is based at his ranch near the border. The five-man operation flies three small airplanes to ensure that the Border Patrol is present and visible along the international line.

Spencer also uses Internet-controlled cameras and works with a group called Border Invasion Pics, which posts photos of people they suspect are crossing illegally.

"Sitting out there with a bunch of volunteers looking for people is generally a tremendous waste of people and time," Spencer said. "And it's also dangerous."

Ready said he's planning patrols throughout the summer.

Family-hating Arizona Congressman Jeff Flake doesn't believe unemployment compensation benefits should exist. He's on record as saying, along with Senator John Kyl, as saying they deter people from looking for work. He's voted over seventeen times against expanding benefits. In fact, Jeff Flake has called for the repeal of the New Deal law that created unemployment insurance for the jobless.

Jeff Flake has contempt for the unemployed citizens of Mesa, Gilbert, Chandler, Apache Junction and Queen Creek. He has contempt for all those jobless people who are suffering in America.

Tomorrow's New York Times has a story by Michael Luo on one such person, the kind of woman Jeff Flake has contempt for:

CARLISLE, Ky. — In her well-thumbed, leather-bound Bible, Terri Sadler recently highlighted in bright pink a passage in the Gospel of Matthew.

Terri Sadler of Carlisle, Ky., listening to C-Span for news of Senate action on an extension of federal unem- ployment benefits. In it, Jesus urges his followers not to “worry about tomorrow, for tomorrow will worry about itself.”

But Ms. Sadler’s tightening throat and halting breath when she tries to read the words aloud make it clear that she is having trouble mustering enough faith to follow them.

Ms. Sadler, who lost her job at an automotive parts plant in October 2008, learned last month that her unemployment insurance had been cut off. She is one of an estimated 2.1 million Americans whose benefits have expired and who are waiting for an end to an impasse that has lasted months in the Senate over extending the payments once more to the long-term unemployed.

Times have changed politically, however, and opposition is growing in Washington and abroad to deficit-bloating government spending, even for those who are hurting.

For Ms. Sadler, and many like her, each passing day has become an excruciating countdown of debts and deadlines.

“I’m basically applying for everything, trying to get something,” said Ms. Sadler, 52, who since early June has not received an unemployment check, which used to be about $388 a week before taxes. “If I don’t, I’m going to lose everything. I’m not going to have a roof over my head. I’m just going to have to walk away with what I have on my back, and my dog.”

She is down to $44 in her purse and a quarter-tank of gas. She says she has exhausted the help of family and friends.

Members of her tiny Baptist church just up the road from her cramped mobile home pooled their money on Sunday to come up with her car payment and insurance. A county ministerial association paid her water bill. A nonprofit organization covered her last two electric bills.

A notepad on her refrigerator lists the other outstanding bills: $102 cellphone, $79 cable and Internet, which she relies on for job-hunting; $15 for her credit card; and $30 for an end table she had bought on layaway. Not listed was $275 for her rent this month, which she still owes.

Every morning, after Ms. Sadler takes her dog out and turns on the coffee maker, she switches on the television to C-Span. Then she cracks open her laptop to resume a job hunt that has become frantic.

But as she has run low on money, her search has also become increasingly circumscribed. She used to drive to drop off résumés with businesses; now she is mostly limited to scanning online listings.

Ms. Sadler eagerly tuned in to C-Span last Monday, mistakenly believing that Senate Democrats returning from recess would quickly take up the unemployment insurance extension. But they remain a vote short of being able to block a Republican filibuster, forcing them to wait for Carte Goodwin, the successor to Senator Robert C. Byrd, who died last month, to be sworn in. The Senate majority leader, Harry Reid, said the vote on an extension would occur on Tuesday.

The measure is now expected to pass, but advocates for unemployment insurance are hardly declaring victory yet. Fears about the country’s skyrocketing deficit, which are at the heart of Republican objections, have gained growing prevalence, even with moderate Democrats. Economic arguments that additional government spending is needed to spur the economy have been swamped.

Some Republican politicians [like Jeff Flake, John Kyl, et al.] have argued that continuing to extend unemployment benefits offers a disincentive for the jobless to find work. Supporters of unemployment insurance counter that job openings remain in short supply.

Ms. Sadler estimates that she used to spend six hours a day searching for work; now it is at least double amount of time.

“There’s been times I’ve had to make myself stop looking for jobs because it was driving me nuts,” said Ms. Sadler, who admitted that she had contemplated suicide.

Every day has become a tense scramble, highlighting just how thin the governmental safety net for the jobless becomes beyond unemployment benefits. After Ms. Sadler was cut off from jobless benefits, she qualified for $200 a month in food stamps, but food stamps do not pay her bills, nor do they cover other necessities.

She recently wrote to Tom’s of Maine, because she uses the company’s toothpaste, mouthwash and deodorant, asking whether it might be able to donate some products to her. But she was informed that the company usually gives only to nonprofit organizations.

Ms. Sadler lives alone here in this small town in the northern part of the state, where Amish are sometimes spotted heading down the main road with horse and buggy. She has only her 2-year-old dog, Tootie-muffin, for company.

Before she lost her job, she had enrolled in community college to study medical billing and coding. She finished the program in May, but most of the medical billing jobs she has applied for require experience. The framed certificate, and another one for data entry, on her bedroom wall are just decorations at this point.

How she landed in this predicament is a product of both mistakes she made and forces beyond her control. She dropped out of high school and had her daughter, Chastity, at age 15. She started working in factories soon after and eventually earned her G.E.D. She had managed to scratch out a relatively comfortable life before she lost her job, making $14.65 an hour at Vuteq, in Georgetown, Ky., a company that makes sun roofs and windshields for Toyota.

But she never accumulated much savings, besides $3,000 she had socked away in a 401(k) account, which she quickly ran through. She has always had a thing for Ford Mustangs and bought a used red one in 2006 that she now admits was a bad decision.

She filed for bankruptcy in March 2009 and was allowed to keep her car on a reduced payment schedule, but she was barred from selling it.

After moving several times, she finally found her mobile home here, with cheap green siding and outdated wood paneling, at a monthly rent she could afford on unemployment insurance.

She had used up 79 weeks of benefits but was expecting an additional 20 weeks under the extended federal program.

On Tuesday, Ms. Sadler scored just her third interview since 2008, for a $7.50-an-hour job at a check-cashing business that is an hour’s drive from her home. It would have paid less than she received on unemployment benefits and left her still unable to cover her expenses, but she had little choice.

It took all her willpower not to reach across the table to shake her interviewer and beg for a chance. The company said she would know by Thursday, but as of Friday she had not heard back.

Seduction, Slavery and Sex: AZ Rep. Jeff Flake One of Only 2 House Votes Against Protecting Young Girls from Sex Slavery

In a column titled "Seduction, Slavery and Sex" in today's New York Times, Nicholas D. Kristof again looks at the horrible, persistent problem of American girls being kidnapped and forced into prostitution, saying

Human trafficking tends to get ignored because it is an indelicate, sordid topic, with troubled victims who don’t make great poster children for family values.

That reminded us of this blog post we did on March 15, 2008; it's worth repeating to look at low morals of a career politician like Rep. Jeff Flake:

A lot's been written about the creepy prostitution scandal that ended New York Gov. Eliot Spitzer's political life.

But Rep. Jeff Flake has his own problem with prostitution.

In the Sunday New York Times, Nicholas D. Kristof's column, "The Pimps' Slaves," details the nauseating horrors that young prostitutes face and then notes,

when the girls are black, poor and prostituted, there is either indifference or an assumption that they are consenting to the abuse.

“It’s about race and class,” said Ms. Lloyd, who is bewildered when she sees Amber alerts for abducted children. Last year she worked with 250 teenage girls who had been prostituted, and not one of them ever merited an Amber alert.

“If we served 250 white girls from upstate middle-class homes, we’d be rolling in money,” she added, “and we’d be changing the law.”

Changing the law is on the agenda. The House of Representatives passed a landmark bill in December, by a vote of 405 to 2, that would make the federal authorities much more involved in cracking down on pimps and trafficking.

But the Justice Department is fighting the House bill, and Senator Joe Biden, who is chairman of a crucial subcommittee, has dawdled on it. A broad coalition of antitrafficking leaders from left and right sent the Justice Department a furious letter scolding it for being soft on pimps.

That may be the only letter in history signed by both Gary Bauer and Gloria Steinem, by executives of the National Organization for Women and the National Association of Evangelicals.

Knowing Jeff Flake's wise-guy reputation for always being one of a handful of House members to vote against an issue Republicans and Democrats with some sanity are almost unanimous in endorsing, and I checked the roll call for last December 4 on the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2007:

Four hundred and five (405) members of the U.S. House of Representatives voted to make life tough for sex traffickers.

Just two congressmen voted to enable prostitution and sex slavery.

I'm not surprised, but I'm sorry to say that Jeff Flake was one of them.

Shame.

Big Oil's Congressional Lackey Jeff Flake: Guilty of Criminal Neglect in Causing the Gulf Oil Spill

In his few public statements on the horrendous environmental disaster and human tragedy of the Gulf oil spill, Arizona's Sixth Congressional District's weaselly Rep. Jeff Flake has said nothing but place the blame elsewhere - mostly on the Obama administration.

This is typical of Flake, a fanatic laissez-faire corporate lackey whose million-dollar-plus campaign warchest has made him so invincible politically that he exudes arrogance on an hourly basis. The thousands upon thousands of dollars he has taken in from oil companies and related corporate PACs, combined with his outdated, unshaken faith in a dead ideology he gives more allegiance to than he does to his East Valley constituents, led to Flake's role in causing the BP oil spill.

In 2005, despite unfairly high oil prices and declarations from President Bush that no more incentives were needed to encourage more offshore drilling, Jeff Flake strongly supported reducing the cut of proceeds government could collect on oil and gas drilling in deep waters. (In this, of course, Flake added to the federal budget deficit he hypocritically claims to be so concerned about - at least when he's near a reporter or TV camera.)

At the same time that Jeff Flake called for new drilling incentives that even President Bush said were unnecessary, he fought to gut government oversight - in his crazy belief that no government is always better than any government. Seven times since his arrival in Congress in January 2003, Jeff Flake voted to reduce regulatory staffing levels by more than 15 percent - despite more complex deep-water operations and concerns voiced by the Interior Department.

It's not as if Jeff Flake didn't know the risks he was taking with people's lives and livelihoods and the Gulf ecosystem. Congress's own research arm repeatedly cited a 2004 Coast Guard study find that its "oil spill response personnel did not appear to have even a basic knowledge of the equipment required to support salvage or spill clean-up operations."

Nevertheless, Jeff Flake repeatedly - deliberately - failed to act to ensure adequate oversight of offshore drilling operations.

He cannot escape blame for this disaster. Yes, BP certainly was reckless, greedy and negligent, but the company couldn't have done it without the complicity of its congressional cheerleader Jeff Flake.

Now Congress needs to immediately pass legislation to direct all future royalties to the Treasury Department, thereby reducing the incentives for a venal career politician like Jeff Flake to use new proceeds as a piggy bank.

Also, Congress needs to mandate that in the future, any legislative action leading to an increase in oil production also creates a concomitant increase in regulatory oversight.

If he were a real man, Jeff Flake would step forward and admit his own role in undermining offshore safety and encouraging risky drilling - and then do something as a congressman to make sure disasters like the Gulf oil spill don't happen again.

Jeff Flake: Out of step. Out of control. Out of his fucking mind.
